Stevie and Harley have moved to a new home because Otto G. Rowe has grown too old to care for his beloved horses... His next-door neighbor, Dharma, loves Stevie and Harley and can't wait to plan adventures with them. When Dharma and her best friend Doris discover the broken bridge leading to their town, they come up with a plan. Will Stevie and Harley be able to help?

Otto G. Rowe is an old man who loves his flying machine and his Gypsy Vanner horses Stevie and Harley. With most of his life behind him, he wonders about the future of his beautiful horses and how he might share them to bring happiness to the people in his town. Stevie and Harley want to have a purpose, but can Otto G. Rowe come up with a plan?
